Mr Amaresh Singh RAMLUGAN was appointed as Chairperson of the MBC Board on 23 December 2024. He is a distinguished marketing, communications, and corporate leadership professional with over 25 years of experience. His career is marked by senior roles in prominent blue-chip organizations. As an experienced board member, he has held leadership roles across various sectors, contributing his expertise to drive growth and innovation. Mr Ramlugan is the CEO of The Concreate Agency (TCA), a premier full-service marketing communications firm known for delivering innovative, client-centric solutions. He holds a Master’s in International Business, an MSc in Marketing Management, an MBA in Financial Management, and dual MPhil degrees in Management Coaching and Development Finance from the University of Stellenbosch Business School. Mr Ramlugan has been awarded a Professional Doctorate in Global Leadership & Management by the European International University (EIU), Paris, France. His robust educational background informs his work as an executive coach and trainer, where he helps individuals and organizations unlock their full potential. |

Mr Alain GORDON-GENTIL, CSK is the Director-General of the MBC. Mr Alain GORDON-GENTIL, CSK, is a writer, journalist and producer of TV documentaries. He is the director of a production and publishing house which deals mainly with writers in French and Creole. He has worked as a journalist and editor-in-chief of an investigative magazine before dedicating himself to writing and broadcasting. His published literary works include 15 books spanning over five decades. He has published four books in France which were published at Editions Julliard. His book « Devina » was given the award “Revélations 2009” at the Fôret des Livres Prix. He has also published political essays and biographies. His most notable audiovosial works include a TV documentary on the salt march by Mahatma Gandhi, the theatrical piece “Marika est partie,” which was played in Mauritius, Paris and Metiz (France), and four television documentaries which tell the story of African, French, Indian and Chinese immigration to Mauritius. He travelled with his team to all the countries of origin of Mauritian immigrants to produce the documentaries entitled « Venus d’ailleurs, » which were aired in Mauritius, Australia and France. He has produced 10 documentaries. In October 2013, he produced a 52-minute documentary entitled « Jacques Brel: Dernière Ligne droite aux Marquises » for European Television channels France 5, RTBF (Radio Télévision Belge Francophone) RTS (Radio Television Suisse and TNTV (Television du Pacifique). Mr Gordon-Gentil, CSK, served as the Advisor (Cultural Matters) to the Prime Minister of Mauritius from 2005 to 2014. He is the recipient of the Commander of the Order of the Star and Key of the Indian Ocean (CSK), which is a high civilian award granted in the Republic of Mauritius. In recognition to his published works, he was awarded the rank of Knight of the Order of Arts and Letters (Chevalier des Arts et des Lettres) by the Ministry of Culture in France in November 2014. He is also an honorary citizen and medalist of the city of Marseille in France, following the cultural exchanges he established between the city and Mauritius. He is the recipient of the Prix Nicolas Lambert, the most distinguished award given to a Mauritian journalist for his works. |
Mrs Marie Joëlle Sandrine VALERE-BOLLI was appointed as Member of the MBC Board as Representative of the Prime Minister’s Office (PMO) on 23 December 2024. She previously represented the PMO on the MBC Board from May 2017 to March 2018. She currently holds the post of Acting Senior Chief Executive at the Prime Minister’s Office. She has worked in the public sector for 30 years, shouldering responsibilities of high level. In her successive posts of Deputy Permanent Secretary and Permanent Secretary, she has been responsible for leading the different units under her responsibility to increased efficiency and service delivery. Mrs Valère-Bolli has served in various Ministries, including the Ministry of Education and Human Resources, the Ministry of Environment, Solid Waste Management and Climate Change, the Ministry of Youth Empowerment, Sports and Recreation, and the Ministry of Communication and Information Technology. A large part of her career has been dedicated to assuming important positions at the Prime Minister’s Office. In the course of her rich career, Mrs Valere-Bolli has contributed to the Boards of various Government bodies and parastatal organisations in her capacity as Representative of the Ministry to which she was posted. Mrs Valère-Bolli is a holder of a BSc (Hons) in Economics and a Master’s in Business Administration (with specialization in Human Resource Management) from the University of Mauritius. She is also holder of a Diplome en Administration Publique from the Ecole Nationale d’Administration (Strasbourg, France). |

(Dr) Rajcoomaree (Kumari) ISSUR was appointed as Member of the MBC Board on 23 December 2024. She holds the post of Associate Professor in the Department of French Studies, Faculty of Social Studies and Humanities, at the University of Mauritius, since 2006. She has a long and rich career in the academic field, having served as Lecturer, Senior Lecturer, and Head of the Department of French Studies, prior to her present post. Dr. Issur has undertaken extensive research in various fields, including Francophone and Comparative Literature (Indian Ocean/Caribbean), Globalization and Francophone Literature, Oceanic Humanities, Ecocritical Approach to Literature, J.M.G. Le Clézio and the Indian Ocean, Folktales, Myths and Popular Traditions of the Indian Ocean, History, Memory and Literature, and Hindi Cinema. Her published works span over numerous books, journals, articles, conference papers and CDs. With her illustrious educational background and professional accomplishments, Dr. Issur was awarded the Chevalier dans l’Ordre des Palmes Académiques by the French Government in 2017. Dr. Issur has served as a member of Scientific Committees of numerous International Conferences and she reckons nearly three decades-long experience in the organization of seminars and conferences, both at national and international level. Dr. Issur has been a member of several learned regional and international associations. She is currently a Member of Ratnakara, Indian Ocean Literatures and Cultures (University of Lleida, Spain) and a Member of the Centre of Excellence Africa Multiple (Bayreuth University, Germany). She is a Research Associate in the International Research Project Oceanic Humanities, WISER (University of Witwatersrand), and a Research Associate at the Research Centre DIRE (Déplacements, Identités, Regards, Ecritures) at the Université de La Réunion. She is also a Founding Member and Coordinator of the Research Group ReGIOSH (Research Group for Indian Oceanic Studies in the Humanities) at the University of Mauritius. Dr. Issur holds a BA in French Studies (Licence de Lettres Modernes), a BA in Education (Licence d’Etudes Pédagogiques), an MA in French Studies (Maîtrise de Lettres Modernes), an MPhil in Language, Literature and Culture (DEA Didactologie des langues et des cultures), an MPhil in Education (DESS Formation de Formateurs en Français Langue Etrangère) and a PhD in Francophone and Comparative Literature (Doctorat nouveau régime en littératures francophones et comparées, Mention“Très honorable avec les félicitations du jury à l’unanimité” [Summa Cum Laude) |

Mrs Anne ROBERT was appointed as Member of the MBC Board on 23 December 2024. She currently serves as Advisor to the Junior Minister of Finance. Mrs Robert has built a broad experience in communication and media, having worked as Journalist and columnist in the print media. Her opinion papers published in a daily newspaper were appreciated for their depth and analytical insights. She also worked in the audiovisual sector as Chief Editor on a national radio channel and as news presenter for a national web TV in Quebec. Mrs Robert specialises in communication in the financial sector. She started her career as Auditor at a reputed auditing firm. She then moved on to financial journalism in Mauritius and in Canada where she consolidated her analysis of the financial markets. She benefitted from regular interactions with economists of Canadian banks, financial analysts and business leaders from Quebec. Sharing her financial knowledge, she also ran a weekly web-tv programme in French on Financial and Business matters. She has also developed an expertise in corporate communications in her role as Corporate Affairs and Communications Manager in a reputed Mauritian conglomerate. Her expertise was also sought for the writing and presentation of various annual reports of publicly listed companies. Bringing her experience and skills to teaching and counselling, Mrs Robert has acted as Teacher and Career Counsellor in secondary schools. She has also been conducting business coaching sessions, with a focus on business communication matters. Mrs Robert has a DEUG de Sciences Économiques (Université d’Angers, France) and a Masters in Management (École Supérieure de Commerce de Reims, France). She is a Certified Neurolinguistic Programming Coach and is certified for Solutions-Oriented-Interventions from Institut Français de Programmation Neurolinguistique in Paris.

Mr Vishnou GONDEEA was appointed as Member of the MBC Board on 23 December 2024. He has worked in the public sector for more than 44 years, out of which 30 years were spent in the Administrative Service. He joined the public sector in October 1973, and was subsequently promoted to higher grades through competitive examination. He was promoted to the post of Principal Assistant Secretary (now Deputy Permanent Secretary) in November 1996. He was promoted as Permanent Secretary in April 2012, after acting in that position continuously from October 2005. Mr Gondeea retired from Government service on 30 October 2017. As an officer of the Administrative cadre, Mr Gondeea has served in various Ministries, including the Ministry of Commerce & Consumer Protection, the Ministry of Health & Quality of Life, the Ministry of Information & Communication Technology and the Ministry of External Communications (Prime Minister’s Office), and the Ministry of Agro-Industry & Food Security. Mr Gondeea had the opportunity to sit, at different times, depending on the Ministry to which he was posted, on the Boards of numerous Government companies/ parastatal organisations. Mr Gondeea is a holder of a Diploma in Public Administration and Management from the University of Mauritius.

Dr. Roukaya KASENALLY was appointed as Member of the MBC Board on 23 December 2024. She is a democracy and media scholar, and currently Associate Professor at the University of Mauritius. She holds leadership positions at the Electoral Institute for Sustainable Democracy in Africa (EISA) and at the African Media Initiative (AMI). She is currently the Chair of the Steering Committee for the Democratic Solidarity Africa and a member of the programme council of Forum 2000. Her other responsibilities include a member of the International Advisory Board of the Electoral Integrity Project (EIP) as well as Series Editor of ‘Small State Studies’ (Routledge). She has published in the area of governance, elite accountability, intrusive technologies, Indian Ocean geopolitics amongst others. She has held board positions with the West African Democracy Radio, Transparency (Mauritius), and was the chair of the Standards Committee of the Independent Broadcasting Authority. Dr. Kasenally was a Reagan – Fascell Democracy Fellow at National Endowment for Democracy (NED), USA and a Draper Hills Fellow, Centre on Democracy, Development and Rule of Law, Stanford University, USA. Dr. Kasenally holds a BA (Hons) English Language, English and European Literature, a MA in Communication Policy and a PhD in Broadcasting from the University of Sheffield, UK. |
